The smaller lock is still very solid and yes, does a good job of preventing bolt cutter access. The smaller chain is defeated more easily with bolt cutters, however. We tell our customers it's a trade off between weight/heft and overall security. If true security is the primary objective, go with 10mm and larger. If you want something portable and easy to tote, and you mainly want your chain to be a deterrent, then the smaller 7mm chain works well for that.
