Yes, you can cut it with a sharp pair of scissors and heat seal the ends using a lighter, match, etc.
The nylon can be cut with just a regular pair of scissors, yes? I have a 40" length of sturdy bike lock chain that I would need to trim down the sleeve from 4 feet long. 2-1/2" Nylon Chafe Sleeve
