I have a commercial railing project where we are installing 1/4" (7x19) galvanized cable. Is the 16-TG45A the right choice for pulling this type of cable without damaging it?

Well, in order to grip the cable sufficiently the teeth have to bite into the cable. It doesn't mean you will have significant damage, but there could be some superficial damage to the cable. It really depends on how hard you pull.
