I want to wrap this around the base of large multiflora rose bushes and pull it out by the root. How small a diameter will this choke to as I dont want it slipping over the top and coming off?

It's tough to say exactly, it depends on how well the cable bites and how much load is being applied. It should choke down to 6" or so without much of a problem. The cable will be likely be kinked once you're done using it, but that's just what happens with cable chokers.
