I am searching for 3/8" galvanized to be used on a fresh water dock winch line with a 5" spool. Is this product relatively pliable; best choice for my needs?

It's not a bad choice at all. 7x19 galvanized cable like this is used on winches all the time. In a perfect world, the drum would be 20x the wire rope diameter, but that's not very common. You should be good to go, just know it will not last forever, even in a fresh water environment.
