3/8" is the size of the hook. For lifting chains, the hooks and other components have a nominal size to reflect what size of chain you use them with. So, a 3/8" hook means it's for use with 3/8" chain. KHS 13 would be a callout for 13mm, which in the chain world, is equal to 1/2". I believe that is a Pewag hook, so this latch kit should be the right one.
