Generally speaking, yes, a properly spliced rope will achieve full 100% Breaking Strength, but keep in mind that one batch of rope to the next can show variations in Breaking Strength. This is where published/average Breaking Strengths differ from Minimum Breaking Strenths. Be sure to operate with a 5:1 Safety Factor (do not load the rope beyond 2,000 lbs) and you should be good to go.
