We can't give a firm, 100% yes or no, because we haven't tested every bolt cutter out there. It's our understanding that there are some pretty amazing, really heavy-duty bolt cutters if you know where to get them. BUT, in testing with our 42" bolt cutters mounted to a floor vise, the answer is no. We barely scuffed the chain actually.
