Here is the answer received from the manufacturer: "The rotational feature will free wheel until you clamp down on the work piece. You'll first choose the rotational angle that you want, hold the work piece with one hand, and further tighten the handle. When the vise engages and clamps on your work piece, the rotational feature should be firm from the tension, and shouldn't free wheel unless the user disengages the tension by turning the handle counter clockwise."
