Can this be manually locked into place on the rope to provide a secure, set length, restraint?

Yes and no. This rope grab's default position is locked--it only releases when you manually grab it and open the cam, releasing the teeth. Otherwise, it stays in the "bite" position, and many refer to this style of rope grab as "anti-panic". That said, it does not have an additional, separate locking mechanism.
