We're not exactly sure what you're looking for but it sound like perhaps you need a progress capture pulley, so that you can raise a load and hold it in place. If so we recommend checking out the Petzl Micro Traxion, which uses a toothed cam to capture rope progress. We also have several other "uplift" pulleys to choose from at this link.
