We would say it could but we dont recommend it. A jack should ideally be used on a leveled surface according to ASME which sets the standards of which lifting products in the US should comply with. We are not certain how you intend on using the bottle jack, but we would imagine it difficult for it to remain level and evenly loaded if put on its side.
The valve itself doesnt feature an overload-prevention function. But the hydraulic system itself has a bypass to prevent overloading.
