Whats the life expectancy of the Velcro? Is there a warranty for them?

Weaver covers manufacturer defects but normal wear is to be expected, as with all gear. We have customers that have had Velcro wraps for years and they are still in good condition. Others may not get as much out of them in terms of lifespan, but that could be because they do not clean the Velcro, or perhaps they do not leave it closed together when not in use. Overall they are really well built.
