Hi Jon,
The blue skidding tongs are simply not load rated by Dixie/CM, the manufacturer. They do load rate the orange tongs, but they are made of alloy steel and cost more accordingly. The general rule is that blue tongs are for skidding/dragging and the orange one are lifting rated. You can see all of the ratings on the orange tongs here.
