Unfortunately there are too many variables for us to give a simple yes or no answer. We can say that a 2" pulley, generally speaking, should have sufficient D/d ratio for 1/8" cable, but there are other factors to consider to, such as: the groove of the sheave (what size line is it intended for), steel vs. aluminum sheave, fleet angle, applied load, etc. As you can see there are many factors to consider.
